Good program by Motoprogger that has the ability to convert seem files to NVM files (Radiocom format) and reverse. Below is a quick tutorial, since the program is in Russian

The checkboxes means as following:
- Suspend the phone before starting of operation (Recommended)
- Restart the phone after the operation
- Stop on any error

The button at the bottom means "Start"

From the first dropdown menu select the "Source" - choose from Phone, NVM file or seem file. It is the same for the second drop down menu, but it is "Destination
